Administrative Technician I
Under general supervision, provides a variety of office support activities to an assigned department, which may include word processing, data entry and organization, telephone and counter reception, processing of invoices, record keeping, statistical and technical report preparation, and filing; provides information and assistance to the general public; and to perform related work as required.

Administrative Technician II
Under general supervision, performs a variety of technical and administrative duties requiring the application of procedural, program, and compliance knowledge in support of a department, division, or program; assumes on-going, technical responsibilities specific to area of assignment; coordinates assigned programs, projects, and services with other departments, divisions, and outside agencies; and provides program or compliance information and assistance to County staff and the general public; and to perform related work as required.

Receives general supervision from assigned supervisory or management personnel. Exercises no direct supervision of staff.

Administrative Technician II
Receives general supervision from assigned supervisory or management personnel. Exercises no direct supervision of staff. May provide technical direction to lower-level clerical positions.

CLASS CHARACTERISTICS

Administrative Technician I: This is the entry-level classification in the Administrative Technician series. Initially under close supervision, incumbents perform a variety of administrative support functions. Incumbents at this level possess a comprehensive, authoritative understanding of all departmental functions and professional activities, and provide support to professional-level staff in the completion of their duties, in addition to completing complex clerical assignments including taking and transcribing meeting minutes and assisting in department-related projects and programs. Adequate performance at this level requires the knowledge of departmental or office procedures and the ability to choose among alternatives in solving problems. This class is distinguished from the Office Assistant series in that the latter provides a more limited spectrum of office support work and is further distinguished from the Administrative Technician in that the latter performs specialized work that requires in depth technical knowledge and skill.

Administrative Technician II: This is the fully competent level classification in the Administrative Technician series. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise. Incumbents in this classification provide specialized and deep technical support for an assigned department, division, or program. The work has technical and procedural aspects, requiring the interpretation and application of and ensuring compliance with policies, procedures, requirements, and regulations and may involve frequent contact with staff and the public. Positions at this level are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Administrative Technician I classification in that the latter are responsible for applying clerical and administrative procedures and requirements to perform duties that facilitate the work of an office and/or unit such as receiving and controlling incoming correspondence, organizing and maintaining filing systems, organizing clerical processes, and gathering basic program and project status information.

Administrative Technician I:

  • Perform technical and procedural work in support for an assigned unit, division, or program; apply technical procedures, methods, and techniques to support program and management analysis functions and processes; monitor and explain operational and program requirements and processes to various stakeholders.
  • Research, interpret, and ensure compliance with laws, codes, rules, regulations and County and program guidelines, policies, and procedures related to assigned areas of responsibility.
  • Monitor, coordinate, organize, and carry out administrative and technical assignments and projects; research and compile information and data from internal and external sources on topics related to assigned areas of responsibility; review, organize, and summarize data collected; compare data to identify trends and discrepancies; present preliminary findings and recommendations in an appropriate format for review by senior staff.
  • Organize, maintain, and update assigned record systems and databases; enter, update, and audit data to ensure quality control; develop queries and run reports; research data within areas of assigned responsibility to prepare reports and provide follow-up information to inquiries; periodically review and purge files in accordance with the records retention policy.
  • Research and resolve operational and program problems through the review of records, interpretation of requirements and regulations, projection of the impact of potential actions and decisions, participation in audit processes, and the coordination with multiple stakeholders.
  • Assist in developing and monitoring assigned budgets including gathering and reviewing financial data to identify and recommend account adjustments and fund transfers, developing narratives and project plans, monitoring labor hours and other expenses, ensuring accurate allocation to accounts, providing account balances and updates to management and staff, processing invoices and purchase orders, maintaining budget spreadsheets, entering information into the financial software system, and attending budget meetings.
  • Compose, edit, proofread, and submit Board agenda, staff, financial, budgetary, operational, and other technical and programmatic charts, reports, contracts and agreements, technical documentation, and various correspondence and informational materials regarding assigned activities.
  • Verify and review calculations, forms, and reports for accuracy, completeness, and conformance with established regulations and procedures.
  • Serve as meeting and/or committee secretary including preparing agendas and informational packets, setting up the room, and taking and transcribing minutes for assigned boards and committees.
  • Serve as a liaison and provide information and assistance to employees, the public, and private organizations, community groups, and other agencies regarding assigned activities; receive and respond to complaints and questions; interpret and explain applicable regulations, policies, procedures, systems, rules, and precedents according to existing guidelines; coordinate and resolve problems when appropriate.
  • Evaluates office and inter-departmental procedures and makes recommendations for modifications as necessary to maintain efficient and effective office operations; assists in developing and implementing department / division objectives, policies, procedures and work standards.
  • Prepares, copies, collates, and distributes a variety of documents, including agendas, bid packages, contracts, informational packets, and specifications; ensures proper filing of copies in departmental or central files.
  • May perform various duties associated with personnel administration, which may include establishing and maintaining confidential employee records, coordinating required pre-employment testing, conducting new employee orientation and processing related paperwork.
  • Receives and responds to inquiries, in oral or written form, from the public or other agencies concerning department / division operations.
  • Performs other clerical / administrative work as required, which may include but is not limited to typing and copying documents, filing / retrieving files, reviewing and processing mail, faxing information, answering the telephone, scheduling appointments and meetings, maintaining calendars, maintaining inventory of supplies and materials, etc.
  • Organizes, coordinates, and attends various meetings and training as required or appropriate.
  • Completes special projects as assigned.
  • Performs other related duties as assigned.

Administrative Technician II: (In addition to the above)
  • Provides skilled administrative support to an assigned supervisor or manager in the daily management of operations.
  • Prepares, types and/or processes various documents requiring professional knowledge of the department's / division's functions, which may include but are not limited to: permits, licenses, applications, vouchers, claims, meeting agendas and minutes, correspondence, periodic reports, contracts, agreements, legal / official documents, bid documents, etc.
  • Maintains accurate and detailed records, verifies accuracy of information, researches discrepancies, and records information
  • Perform various accounting / bookkeeping work, which includes verifying or computing financial data, preparing billing invoices, processing accounts payable / receivable, preparing financial reports and statements, maintaining and balancing accounts, preparing bank deposits, processing payroll, etc.
  • Communicates with officials and staff of other departments and agencies to obtain and relay information and to coordinate activities.

Administrative Technician I/II:
  • County and department policies and procedures.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be

Equivalent to the completion of the twelfth (12th) grade; and

Administrative Technician I: Three (3) years of increasingly responsible office support experience in the field assigned or two (2) years as a Senior Office Assistant with the County of Tuolumne.

Administrative Technician II: Three (3) years of increasingly responsible office support experience in the field assigned or two (2) years as an Administrative Technician I with the County of Tuolumne.

Licenses and Certifications:

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment and a satisfactory driving record.

COMMITMENT TO EMPLOYEE DEVELOPMENT

PAY AND/OR SHIFT DIFFERENTIAL
  • A Road Worker shall receive a twenty-five ($0.25) cent per hour pay differential for each hour assigned to perform as a heavy equipment operator, when that assignment exceeds five (5) hours in any given standard tour of duty.* Employees who work four (4) hours or more in a shift beginning between 8:00 pm and 4:00 am receive a shift differential of $8.00 per shift. *Upon successful completion of 160-hour training program.
  • Social Workers, Social Service Supervisor I/II, Program Managers, and Deputy Directors receive a five (5%) percent salary differential.
  • HCU employees who work between 6:00 pm and 7:00 am receive a shift differential of $3.00 per hour. The shift must start at 2:00 pm or later and applies to hours actually worked between 6:00 pm and 7:00 am.
  • An IT Technician required to return to work or return to work on a day not regularly scheduled and work four (4) hours or more in a shift receive shift differential at the following rates:
    • 3:00 pm to 11:00 pm shift - $6.50 per shift
    • 11:00 pm to 7:00 am shift - $9.00 per shift
  • OE3 employees who work four (4) hours or more in a shift receive shift differential at the following rates:
    • 3:00 pm to 11:00 pm shift - $6.50 per shift
    • 11:00 pm to 7:00 am shift - $9.00 per shift
ON-CALL PAY

Assigned personnel shall receive on-call pay of sixdollars and fifteen cents ($6.15) per hour for each hour served on on-call duty. Assigned personnel become ineligible for on-call pay once activated to call back status.

Assigned Animal Control Officers receive on-call pay of two dollars and seventy-five cents ($2.75) per hour from the time they are released from active duty but not before the regular conclusion of shift, until they are back on active duty or the Animal Control workday starts. For each call back, the Animal Control Officers receive overtime pay from the time they leave their home until the time they return to their home or commence their workday.

CALL BACK PAY

Call-back compensation shall be paid for one and one-half (1) hours at straight-time rates for each call-back occurrence and is in lieu of any travel time and expense to and from home and the first or last work contact point.

UNIFORM ALLOWANCE

Animal Control Officers receive an annual uniform allowance of five hundred dollars ($500.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.

Fire Prevention Inspectors receive an annual uniform allowance of seven hundred dollars ($700.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.

An annual uniform allowance of one hundred fifty dollars ($150) each fiscal year paid twice a year in January and July will be provided for the purchase of boots, coats, shirts, hats, uniforms, gloves, gators (snake proof), overalls or coveralls. Items of clothing will reflect the County logo or wording identifying the employee as a County employee. This section applies only to the following classifications: Appraiser, Building Inspector, Environmental Health Specialist, Planner, Solid Waste Technician, Solid Waste Specialist, Junior/Assistant/Associate Engineers, Engineering Technicians, Land Surveyors, Code Compliance Investigators and Agriculture & Air Pollution Inspector.

A uniform allowance of four hundred dollars ($400) per fiscal year paid twice a year July and January each fiscal year will be provided for the purchase of prescription safety glasses, safety boots, a safety coat, shirts with a County seal replica, trousers, hats and gloves.

Employees in the Road Operations Division, Skilled Trades and Maintenance Division who require corrective lenses for the normal execution of their job duties receive reimbursement towards safety glasses every two years.
